International Talent Exportation is a developing estate in China. From points of talents, it contains two ideas.First, corporations should possess staffs that have good education, good foreign language communication and the strong capabilities of coordination. They must know well either state policies and love foreign economies. These staffs are the important human resources in corporations. Human resource the first resource in corporations, is the essential premise to form internal developments of social economies, the comprehensive and key resource in conducting and deciding economic development, the inventor and material carrier in modern scientific and technical knowledge and the decisive factor in modern economic increase, they must know well either state policies, the key points of training to talents which includes the understanding and abidance of laws and regulations of countries they work, professional techniques, foreign languages, introductions of living environment and style and going through formalities for coming and going abroad or keeping open to the world, being well-known, making its good reputation, comprehending and marketing the International Talent Exportation. Within the two and three decades, supported by governments with policies, instructions, information and projects provided from foreign economic department, professional associations and Chinese Embassies in the world, corporations for International Talent Exportation business have been developing cooperatively, summing up experiences, improving and challenging themselves in the practice. Going Global strategy is a special general plan for International Talent Exportation Corporations ans should be their activities instructed and encouraged by governments.
