Open recruitment has been implemented for more than ten years, from the initial pilot exploration to steadily to full swing formed curing mode, has gradually developed into social influence comparable with the recruiting, to the community attention. Relying on the written test, interview and physical exam candidates qualified and capable of screening a series of links, open recruitment to a fair and impartial concepts established step by step, and has received public recognition. Today, after more than 10 years of development, the open recruitment is still behind in science. Period coincided with the reform of public institution classification, personnel management systems in public institutions facing great changes. For this reason, this paper on the open recruitment of XI'an city in recent years present situation and existing problem analysis, the recruitment of relevant theory in human resource management theories and tries to use the advanced ideas in this study, while exploring both at home and abroad on the basis of experience, through the research of this thesis in the open recruitment of scientific path to find new breakthrough. Institutions more efficient and scientific purposes of open recruitment, selection more suitable talent in the public sector of the Government at all levels, and corresponds to the idea of constructing service-type Government. Promote scientific refers to open recruitment of XI'an city in the framework of the existing system, through the use of position analysis of the system theory of job competency quality to build different types of position competency model, competency reference standards of quality for the selection of personnel to enhance the open recruitment of reliability and validity. In line with this goal, combined with the analysis of specific problems in the open recruitment, and put forward positive, relevant scientific advice, to provide a scientific method for the future.
