The History And Logic Of China 's Government Trust Construction In The Transitional Period

Governmental trust is the essential lubricant for the construction of good public life in modern democratic country, and it also plays a positive boosting role in the growth and construction of modern country, and in the consolidation of governmental legitimacy or its successful work. Governmental trust is a kind of interactive relationship between citizens and government which is based on the citizens’ judgment on the basis of the government’s motivation of providing services and benefit to citizens, thus it has constructive characteristics. Governmental trust contains four structural elements:giving-subject (citizens), accepting-subject (the government), the environment of trust and trust media. As a kind of political psychology, the governmental trust is constructed together by two trust subjects, namely citizens and government, under the common social environment through specific media channels and ways.Since the reform and opening, our country started the economic system transformation from planning economy to market economy which is also the true social transformation from traditional society to modern society. In this process, the fields of economic, political, social, cultural have profound changed. In the context of the profound changing history, the structure of governmental trust in our country has also profound changed accordingly, which has made the governmental trust experienced a process of generation and evolution from alienation to decline. The analysis and discussion of the internal logic of decline in our governmental trust during the period of transition should be made under the specific context of social transformation from the double perspectives of government and citizens. In simple terms, the transformation of society has made the structure of the relationship between our government and society, the public changed profoundly. The mixture of "exiting from civil society nominally" and "being present concealed" of omnipotent government lead to dislocation of the government public power configuration and the government function transformation, and its poor performance of public policy or behavior anomie in the country’s social governance. Instead, the awakening of consciousness of citizens’ rights and diversification of citizens’ interests, the relative lack of interest expression mechanism and civil ability, have highlighted the substantial indebtedness of citizens’ rights and interests subject. The overlapping of two factors above under the complex background of the social transformation constitutes the internal logic of our governmental trust decline.So in the era of promoting the modernization of national governance system and ability, the repair and improvement of the governmental trust is around the corner. And the idealized model of our governmental trust in the new era may be constructing a kind of "interaction-cooperation" type governmental trust relationship between the government and the citizens. It needs making efforts following below aspects:the return of the government’s own publicity value, building a service-oriented government which is transparent and efficient, cultivation and growth of the modern rational citizens, and setting up a relatively perfect institutionalized long-term mechanism of citizens’interest expression.
