Cultural relics department is one of the public sector, but has its owe features. The performance evaluation of cultural relics funds not only faces some same difficulties as other public sector, such as quantitative difficult, value conflict, paradox of appraisal subject choice, but also meet all kinds of obstacles caused by the particularity, complexity of the work of cultural relics department. In this paper, the research object is the performance evaluation of cultural relics funds. The author draw lessons from common content of public sector performance evaluation, combined with individual features of the operation of the cultural relics funds at the same time, to build a systematic framework of performance evaluation of cultural relics fund. It may provide new ideas for the current academic research on different public sector performance evaluation, and provide reference. for the Performance evaluation practice of cultural relics department.The construction of the performance evaluation system of cultural relics base on a reasonable target location, the over all target should be the balance of instrumental rationality and value rationality. The performance evaluation system of cultural relics is made up of four core components: the system of evaluation subject、evaluation index system, supporting system and the results using system. The four core elements results through the evaluation process together, form a circular flow of performance evaluation of cultural relics funds.Cultural relics funds performance evaluation procedure is the procedural arrangement of interaction between core components. Cultural relics funds performance evaluation can be divided into three stages: the preparation, the implementation and evaluation results using. Each stage involves the interaction of multiple core factors of the system.The construction of evaluation subject system must solve two problems, one is the structure of evaluation subject, the other is the role of evaluation subject. Different subjects have different characteristics. Based on the analysis of the advantages and disadvantages of multivariate evaluation subjects, This paper make the role of different evaluation subject clear.The index system of Cultural relics funds performance evaluation is to solve the core issue that "what" to assess. From "input- process- output- effect" four links of Cultural relics the funds, the cultural relics funds performance evaluation index is divides into input index, process index and output index and effect indexes. Under the guidance of instrumental rationality and value rationality,many elements which each link involves were selected. Further to determine the key elements, construct the performance evaluation indexes framework of multidimensional elements, Finally, using analytic hierarchy process(ahp) calculate the weight of the first level indexes and two level index.Cultural relics fund performance evaluation support system includes three important elements: performance culture, information system, laws and regulations. The article separately expatiates relationship between performance culture 、information systems and Cultural relics funds performance evaluation, put forward suggestions of fostering performance cultural and Way to the construction of information system in the cultural relics department. In addition, based on the description of laws and regulations in cultural relics fund performance evaluation, the author discussed the developing direction of legislation.Cultural relics appraisal result application system includes three aspects: the incentive and restraint mechanisms, performance budget and work to improve.Incentive and constraint mechanism is to solve the question of the evaluation objects motive forces of the pursuit of high performance. Performance budgeting make contribution to the reasonable distribution of the performance budgeting. While work improvement is to solve the technical and specific problems on the operational level.
