As an industry police,China railway public security system in 2009 made a big change.Police station is the key component of policing work.In order to promote the construction of the mechanism of railway public security organs it need to have a set of scientific and effective performance appraisal index system.so as to realize the institutionalization,standardization,standardization of team management,fully mobilize enthusiasm and creativity of the masses of police work.The research object of this article is according to the situation of Z Railway Public Security Bureau in the current performance appraisal and the integrated use of public sector performance management theory analysis,and analysis of the evaluation index system of the existing problems and its causes.We get a set of more scientific police performance appraisal index system through the use of key performance indicators(KPI)and balanced scorecard for it in the original performance evaluation index system of optimization design.This article mainly has the following innovation points: The first is in line with the party spirit.Xi Jinping's report at 19 th CCP National Congress pointed out that "the construction of high quality professional cadres" through the improvement and optimization of performance appraisal system could do better to civil servants' "morality,ability,work,performance,inexpensive " quantitative assessment,and we should display with the "new" scale also.So this article's point of view is in line with the overall development plan and policy theory of CCP.The second is to attach the railway public security practice.Based on the actual situation of the performance evaluation index system of Z.This paper analyzes the problems and causes of its index system and provides basis for the optimization design.The third is to grasp the key point and more operable.This paper based on the field survey,the KPI and balanced scorecard were used to optimize the performance evaluation of Z and evaluate the implementation effect of the optimized index system.
