Government performance evaluation is a core part of the government performance management system, government performance evaluation the basic conditions for its important role in the performance evaluation design, process, and results have credibility with the continuous development of the theory and practice of government performance evaluation, traditional government performance evaluation exposuresubjective, lack of precision, the index system construction of a lack of scientific basis, and other defects, the measurement results do not give a true picture of government performance. Whether authentic Government Performance Measurement and Evaluation Evaluation of Governmental goals and guiding role of the key issues. Therefore, the Government Performance Evaluation System, index design with reliability and validity testing requires the use of rigorous scientific, effective and standardized technical approach.Paper relies on the Lanzhou University, China Local Government Performance Evaluation Center "County Government Performance Evaluation System Performance Evaluation System to the Chinese government at the county level data and Gansu Province as an example, starting from the actual reliability and validity testing, from the analysis statistical characteristics of the essential differences reflect the type and formative indicators cut, pointed out serious flaws in the reliability and validity analysis method does not distinguish between the types of indicators use to clarify the use of the premise of government performance evaluation index system reliability and validity testing methods conditions, which complements the reliability test methods constitutes a type of government performance evaluation indicators.
