Research On The Construction Of Rural Community Cadres Under The Background Of New Urbanization

With the rapid development of urbanization, how to strengthen the management of the rural cadres, improve the overall quality and ability of rural community cadres, give full play to the rural community cadres and leading role in promoting the development of the new urbanization, rural construction of team community cadres become one of the important topics on the construction of rural grassroots organizations. At present, the age structure needs to be further rationalized, cultural quality should be improved, the personnel structure needs to be further rationalized, and occupation spirit needs to be further strengthened. The policy grasps ability is not strong, the ability of controlling the market economy is not strong, the ability to perform their duties according to law is still low, fighting capacity, cohesion needs to be further strengthened, the problem of insufficient reserve talent. To solve these problems, we must perfect the selection system, training and education mechanism, establish and improve the assessment and incentive mechanism, establish and improve the supervision mechanism, strengthen the service platform construction and other aspects, to arouse the enthusiasm of rural community cadre. This paper mainly focus on the following aspects:the theory of new public management, analysis of the similarities and differences of rural cadres and city community and administrative village cadre team, rural community cadres and new urbanization contact, the present situation of the construction of rural community cadres, existing problems and cause analysis, finally put forward feasible countermeasures to solve the problems. Through the investigation and study, make reference to other regions of the lessons and experience, combined with the current rural community cadre team to build the new urbanization construction in A County of Q city in the existing problems, and puts forward the corresponding solutions. Provide a reference to strengthen the building of rural grassroots cadres in the future.The innovation of this paper has three points. Firstly, the research topic is novel. The author found that research directly aimed at rural community cadre’s literature is still relatively small and lack of systematic and thorough research through to 1991--2014 years of Chinese How Net literature and journal search. Secondly, the integrated detailed data, data used in this paper is the statistical data of A County in 2013.Thirdly, the solutions to the problems with strong operability, the problem of rural community cadre team to build the new urbanization construction are put forward the corresponding solution, especially put forward rural community work assessment should be implemented "appraisal method" double hundred for the work of these measures, and related organization and management practice tightly, the maneuverability is strong, have certain referential meaning.
