Research On The Problem And Countermeasure Of Rural Police Work In The New Type Of Urbanization Construction Under The Perspective Of The “whole Of Government” Theory

The third plenary session of the 18 th party central committee made a strategic plan for deepening the reform of comprehensive, comprehensive deepening reform in full speed development period, pointed out the development path of the construction of New type of Urbanization in China. Speed up the advancement of new urbanization construction has become the new normal Chinese economic development.However, with the Chinese economic and social development into a "new normal", Chinese city space is undergoing drastic changes, as a national strategy of rapid advance of new urbanization, has had a huge impact on the existing rural social structure and social ethics, which triggered system turn track, social transformation, diversity, pluralism of interests and other new ideas situation and the new question has become the incubator of new social contradictions and conflicts, to the public security work, especially front-line police station work has brought new problems and challenges.The theory of "Whole of government" was produced in the late of twentieth Century 90’s, with the deepening of the study, "the Whole of government" has gradually become a new paradigm of public management, the trend of administrative reform in western countries.Based on the "whole of government" theory as a guide, this paper analyzes the rural policing work problems of L province facing in the construction of new urbanization, that is the serious situation of social security management and maintenance of stability, criminal behavior shows the trend of steadily,the illegal and criminal activities incentives increased deriving new crime forms,the social management pattern gradually disintegrated.Analysis of the causes of problems from the perspective of whole of government theory, can be summarized as follows.Policy environment reconstruction causes the social environment changes.Police reform lags behind the new policy environment.The linkage mechanism is not perfect.The unreasonable utilization of information resources.In this paper based on the spot investigation, through literature research method, empirical analysis method, statistical and other research methods, from the theory and practice of two aspects of a comprehensive consideration, put forward four countermeasures, namely, promoting the linkage of supporting reform of grass-roots police work and the construction of new type of urbanization, improve the working mechanism, promote regional policing integration development, diversification of public security prevention and control system construction of police linkage, strengthen the social management and innovation, in order to provide a practical reference and basis for the innovation of rural policing reform, at the same time to comprehensively deepen reform of public security as a kind of a contribution.
