A Study On The Legal System Of Forestry Carbon Sequestration In Xishuangbanna

In recent years,the climate in Xishuangbanna state also became warming significantly,and the warming amplitude even as much as the whole country,resulting in the tropical forest and crop growth,internal material and energy flow of ecosystem circulation changes.Lightning,high temperature,abnormal drought,local heavy rain and other extreme weather and climate events continue to occur,the economic losses caused by more serious.How to solve these problems, has been plagued us. On the other hand,in recent years,in order to pursue the economic benefits,Xishuangbanna state planted a lot of rubber tree,cut down a large number of primeval forest,destroyed the biological survival environment,resulting in degradation of biodiversity loss and regional environment.The establishment of forestry carbon sequestration transaction in the Xishuangbanna state can not only effectively curb global warming,but also conducive to the protection of local biodiversity and environmental improvement,and promote the economic development.However,the current,Xishuangbanna state in the aspects of forestry carbon sequestration transaction law and policy in the blank stage,and the law and the system of forestry carbon sequestration transaction related in our country is not perfect yet,to carry out forestry carbon trading in Xishuangbanna,the relevant legal mechanism must speed up the establishment and improvement.This article is based on research of forestry carbon sequestration legal system of Xishuangbanna,and mainly analyzes the local forestry carbon sink trade will face a problem,for the perfection of related system and the establishment of the author’s idea is put forward.First the concept of forestry carbon sequestration definition,theoretical foundation and value analysis,xishuangbanna,combined with the local actual situation,analyzes the feasibility of establishing forestry carbon sequestration in xishuangbanna.Then,find out the establishment of forestry carbon sequestration projects in the process of Xishuangbanna,the lack of marketsubject,property ownership is not clear,as well as problems in the implementation of the project investment analysis.Finally according to find out the problem put forward the author’s idea,construction of forestry carbon sequestration financial support system,to develop forestry carbon sequestration of form a complete set of legal system,establish a system of forestry carbon sequestration projects in biodiversity conservation.In order to be better able to establish and implement forest carbon sequestration projects in Xishuangbanna.
