With the end of the Cold War, the United States became the world’s only superpower. In recent years, the status of China’s rapid rise and the Asia-Pacific region continues to improve, at the end of the Cold War, the US government is once again turning to the Asia-Pacific, China as a potential rival or even an enemy to be concerned about. Plus the impact of the financial crisis, the US domestic economic slump, the employment rate dropped significantly, in order to ease the tension in the domestic economic situation, the Obama administration hopes to spare no effort in the region to share. Therefore, the United States ’pivot to Asia’ strategy to become the world’s focal point, although not fully called "return to Asia." But it is undeniable that the US government’s strategic focus has gradually shifted to the Asia-Pacific region.With the disintegration of the former Soviet Union, the world in one country can no longer compete with the United States, plus the European Union relatively stable situation in the region, under the basic control in the United States. In contrast Asia, while China’s rapid rise, the US government fear and anxiety that China poses a hugethreat to its world leadership position; on the other hand, sustainedeconomic growth in recent years, the Asia-Pacific region, theinternational status of the rapid increase, Asia-Pacific and then theinfluence of the world are growing, resulting in their ability to attractthe attention from around the world. Especially the ShanghaiCooperation Organization, China and Russia contains a series ofregional organizations such as the US government restless, their fear ofbeing isolated, can not keep up the trend of the world. With the rise ofChina, the United States, Asia-Pacific allies to return to the demands ofthe United States continues to heat up. At the same time the UnitedStates would also like to take this opportunity to work with countriesin the Asia-Pacific economic and trade cooperation, and to revive theUS economy, and will continue to dominate the Asia-Pacific Economicaffairs. This paper is divided into four chapters. The first chapterintroduces the background overview, the United States government to"pivot to Asia" strategy proposed and mainly to the United States last"pivot to Asia" strategy factors were simply summarized. The secondchapter of the United States to pivot to Asia-related elaborateperformance, including political performance, safety performance andeconomic performance. The third chapter analyzes China and theUnited States’ pivot to Asia "strategy related to explore the relationship between China and the United States exists. The fourth chapter describes the United States’ pivot to Asia "strategy to implement the impact on China, and systematically summarizes the policy of China’s response.
