A Study On The Construction Of Village Supervision Committee Leading By Rural Grassroots Party Organizations Of The Communist Party Of China

In the new era,the village affairs supervision committee(hereinafter referred to as "village supervision committee")has gradually transformed from "the strategy of one village" to "the strategy of one country".However,in the practice of spreading to the whole country,it is faced with the problem of the coexistence of "full coverage" of organizational construction and "formalization" of organizational functions,and it is in urgent need of external forces to support and promote.And rural grassroots party organizations as a party in the country’s economic and social development of battle fortress,is external resources,service connection village and village internal political power of bridge and the link,is to promote and lead the rural social governance and rural strategy of rejuvenating the strong leadership of the core,in the process of construction of village committee has the effect that cannot ignore.Based on this,this paper starts from the perspective of the leadership of the party organization and follows the basic logic of "theory,practice,problem and countermeasures" to seek solutions to the difficulties in the construction of the village supervisory committee.Firstly,this paper reviews the literature.On the basis of defining the concepts of rural grass-roots Party organizations and village supervision committees,it sorts out the theory of rural grass-roots Party organization construction and the theory of village democratic supervision.Secondly,the paper analyzes the necessity of rural grass-roots Party organizations leading the construction of village supervisory committee in realizing the overall leadership of the Party to the countryside,promoting the revitalization of rural organizations and promoting the development of rural democracy.Thirdly,taking the practice of Y village in Northeast Sichuan as an example,it is found that the village party organization supports and leads the construction of the village supervisory committee mainly through three ways: organizational embedding,political guidance and resource sharing,which promotes the further enhancement of the role of the village party organization,the further optimization of the village-level organizational structure and the further improvement of the vitality of villagers’ self-governance.But this process also exposed the village party organization in the process of leading the construction of the village supervisory committee existing in the thought leading force is not strong,organizational mobilization force is not enough,the service guarantee force is not enough,the reason is mainly due to the quality of the party organization team is not high,Inadequate understanding of policies,the lack of institutional mechanism,the collective economy is weak.In this regard,this paper believes that the way to promote the rural grass-roots Party organizations to lead the construction of the village supervisory committee lies in: to build a foundation,strengthen the Party organization itself construction;Strong strength,enhance the leadership of the party organization;Emphasizing norms and improving the system and mechanism leading the Party’s construction;Excellent security,strengthen the collective economy to provide environmental support.Finally,the paper summarizes and reflects on the relevant issues.
