In these groups of laid-off workers, university students, not employment capacity of the economic downturn on the most vulnerable and most likely to produce mass of negative emotions, triggering mass incidents.In my opinion, group events, although there are some positive features and effects, such as social pressure and act as catharsis safety valve to ease social contradictions and conflicts; reflecting the traditional social management problems and disadvantages to be improved; and promoting rational government response to mass incidents, enhance the enthusiasm and initiative of citizens’ political participation; but it is undeniable social stability group events had a significant impact, to a certain extent, its negative effects can not be ignored. Mass incidents affected the normal political, economic and social order, destroying people’s expectations of a better life or, worse, make people irrational, and thus lead to disaster.For more than what we can find an effective way to solve our group events, that is under the guidance of the theory of governance, structure adjustment of interests, safeguard the interests of the people, to establish a sound system of internal flow channels for expressinginterest, people, and the expression of public opinion, in response to public sound. Government actively guide pluralistic society to participate in the main social governance activities to go, but also improve governance, including three incidents early warning mechanism, event processing and event accountability.
