The Governance Mechanism Innovation Of Mass Disturbances & Civil Disorder Surrounding Environmental Pollution

China's economic,political,cultural,social and ecological civilization construction in the reform,the society is in rapid social transition period,people in the share of the rapid development of the economy for decades to bring rich material bonus and social prosperity at the same time,also gradually realized that the disadvantages of extensive development to the consumption of resources and the cost of energy such as: the development of philosophy only economic supremacy of GDP,has brought tremendous pressure to the natural environment,the environmental pollution to the basic survival issues public lit a red light".At the same time,the public gradually raise environmental awareness,legal awareness gradually increased,the environmental problem has gradually become the focus of the whole nation public concern.Environmental pollution incidents caused by all kinds of social contradictions is increasing year by year,in recent years,the environmental pollution in China caused by the public over the number of complaints increased year by year,the group events caused between people caused by environmental and ecological problems of the confrontation with the government and the opposition between the society and the profit of enterprises,frequent outbreaks in the country,which is a great threat to social harmony and stability,has caused serious losses to people's life and property safety.In this paper,environmental group events as the object of study,through access to domestic and international environmental groups on the situation of a large number of literature,comparative analysis of the causes of environmental group events.Comparative study of various scholars found that the cause of environmental group events is very complex,mainly because of a government only GDP performance concept,and often forcibly launched some consume a lot of resources and environmental pollution caused by economic projects,leading to the social people's basic survival rights and interests are violated due to environmental pollution,this is the direct cause of the outbreak;part of the legal consciousness of social public interests and the interests of the driver,to confuse the illegal part of social public awareness of environmental protection is gradually improved,the administrative mechanism of the government and the lack of specific administrative acts resulting in the disposal of specific events in the process of failure and improper methods,this is the indirect cause of the outbreak;atomized society public interest demands channel blockage or missing,local government,society and enterprises in the sewage Because of the unreasonable conflict,government decision-making mechanism and the value orientation of interests in the specific public decision-making,resulting in limited public participation and even participate in the absence and the distribution of interests of stakeholders involved in events such as the irrational nature,this is the fundamental cause of the outbreak.The community is the basic social public organizations,is to directly maintain and support the entire society and orderly operation of the basic organization,therefore,do public issues in the government decision-making process of the whole social governance when standing in the community governance,which is the whole community as the main body to participate in social governance,it is not difficult to imagine the whole community governance structure for the importance of a community participation in public issues,namely how to better rationalize community governance structure,determines the effectiveness of government decision-making in the governance of environmental group events and other public issues.This paper argues that the optimization of community governance structure has great significance on promoting the outbreak prevention and resolve environmental group events,the concrete process of analysis: first,through the stakeholder theory to analyze the stakeholders of environmental group events,environmental group events from which several parts of governance.Secondly,the analysis of the role played by stakeholders in environmental group event management,and points out the responsibility of each individual should be assumed in the environmental group events.Third,the analysis of the role and function of the social organization,and the necessity of the participation of the environmental group events.Based on the above analysis and demonstration,this paper attempts to design a new community governance mechanism,namely the involvement of social organizations to promote the optimization of community governance structure,balance of interests and interests to achieve the various interests of the community stakeholders,to resolve the conflict of interests between the main body of community governance,which can erupt effectively to prevent and resolve environmental group events.Because of China's overall community governance is still dominated by the government,its independence needs to be improved,the degree of specialization is relatively low,a lot of community governance,participation is not perfect,making the community on behalf of the interests of the people of the community social organizations cannot effectively participate in public decision-making issues,in order to make the governance structure of the community more optimization,security governance of community social organizations to effectively participate in environmental group events and public affairs,relevant to the needs of policy support,according to our country community social organizations to participate in community governance situation,try the feasibility of the proposed countermeasures.From a macro policy: 1)to accelerate the cultivation of community social organization,continue to stimulate the vitality of social organization;2)to promote the brand development of community social organizations;3)the government,enterprises and the public to provide sufficient operating funds guarantee for the social organization;4)to the enterprise community to make active commitment to their social responsibility;5)community social organizations to do the government and the public,strong "interchange" between people and enterprises.The micro social organization participation: 1)the formulation and implementation of community participation in public policy,to promote the project decision-making democratization;2)to strengthen the construction of the democratic mechanism of community social organization,establish a fair image;3)to reconstruct social capital and promote social public participation consciousness into action value orientation.
