Research On The Predicament And Countermeasure Of The Property Declaration System Of Leading Cadres In China

Known as an effective way to preventing and controlling corruption, Property Declaration System has always been talked about among the crowds. It has been widely acknowledged that the function of this kind of system is formidable. In today’s China, we are facing with a changeable situation when the reform is on the move. Actually, there are still blockages and difficulties in front of us. Corruption, as if it can not be wiped out, is one of them. Therefore, plenty of anti-corruption appeals emerge from every corner of our society. Time and energy are paid, after the 18 th National Congress of CPC, by the central committee and provincial committee of CPC to send inspection teams to look deep into almost every aspects of the society to find out corruption. Meanwhile the government is now focusing on the construction of anti-corruption system because more and more people gradually figure out that corruption will fluctuate the foundation of ruling party’s administrative status. The exploration of building such a System like Property Declaration in China begins at 1980 s. However, in the respect of reality, the Property Declaration System has not been well-built at present while the procedure in Taiwan only costs 4 years. So the question is what hinders us in deed, why the sunshine can not illuminate the mainland.This dissertation is aimed at working out an answer to the question that has been raised above. By using the methods of documents research and comparative study, the thesis is about to analyze the theoretical function of the Property Declaration System itself and to make a comparison between the foreign countries and local practices. Finding out the restrictive factors, this thesis will finally give some constructive advice, based on those analysis mentioned before. This paper can be divided into four parts: The 1st part is going to find out the logical lines behind the System itself and trying to solve the problem that how the System works. The 2nd part is mainly about the comparison of the practices between countries and natives. The 3rd part is the part of analysis which focusing on the obstacles that hinders the procedure of building such a anti-corruption system completely. The 4th part is the last part of the dissertation. Last but not the least, this part will present some suggestions to the improvement of the Property Declaration System in China.
