| As a anti-corruption system which widely be recognized around the world,property declaration system of civil servants plays important role for its prevention and management of civil servants corruption.Since the 1980 s,our country attempt to research the property declaration system of civil servants,and it has been praised by the government and the people's attention,because of the practice of property declaration system in our country is not very ideal,,anti-corruption efficacy of the property declaration system still be questioned by the people.In order to take maximum advantage of anti-corruption efficacy of the property declaration system and enhance the government credibility,In this paper,through studying and drawing lessons from the advanced measures of the pilot areas in our country and the successful experience of countries outside,and based on the concrete practice of the national level and local pilot level of the property declaration system of civil servant,analysing the current situation and existing defects of the development of empirical from the four links including the system of the declaration,review,publishing and accountability,and pointing out that hinder factors restricting the development of China's property declaration system.Finally,the article proposed that consummates our country the system construction of the civil service property declaration system to resist psychological persuation officials and strengthen the consciousness of public democratic supervision in understanding level;In the legal level,we should gradually promote property declaration system legislation,perfecting the corresponding laws;In the system level,we need to improve the system of property declaration in the “declaration-review-the public – accountability”the design of each link,and further promote financial real-name system,social credit management system,the development of property information sharing system in our country. |
