Research On Emergency Reserve Mechanism Based On Cooperation Between Government And Enterprise

In recent years, natural disasters and other emergencies occur frequently. It has brought great harm to people’s lives and property safety and it caused certain effect to economic development. The unexpected events of the effective response requires a certain amount of emergency material reserve, As the material basis of emergency rescue material, emergency material’s reserve directly affect the level of emergency response and rescue success rate.However, our country’ emergency supplies reserves mainly to the government currently,which has been far and far can’t meet the requirements. for this reason, the common inventory mode of government and the enterprise have attracted the attention of all levels of government.Firstly, the background of the topics is introduced, the purpose and significance are presented, the relevant research about emergency supplies and emergency supplies reserve at home and abroad are reviewed, and the framework of the paper is established. Then this paper introduces the related theoretical basis of emergency supplies, including the definition,characteristics and classification of emergency material, our current way of emergency material reserve, analyzes the existing problems of our country’s reserves of emergency supplies, so the mode of the government and the enterprise in a certain proportion as a reserve of emergency material is introduced.Then is the main body portion of the article, we have introduced the systematic analysis on the two modes of emergency material reverse. Firstly, establish the service level optimization model in the case of the total amount of reserves unchanged. Then, we carry on the analysis, discuss the influence of the service level of government and enterprise after the cooperation in the case of the different requirements of cooperative reserve ratio and different service demand before the cooperation, analyze the cost of the model simply, and we can get some useful conclusion. Followed, we establish the total reserve quantity optimization model under the situation of the service level not less than the previous service level, and we can verify the total amount of reserves of the cooperation will be reduced to some extent under some constraint condition. The results show the mode can achieve a greater win-win situation in the inventory management.Finally, summarizes the paper, and put forward the shortcomings of the article and the research direction in the future.
