As everyone knows, the logistics is " the third profit source " of enterprises. Seeking the breach of excavating this profit source is the task of top priority of the present logistics industry. In the end of the logistics, delivery take the function of improving the economic benefits of the logistics, optimizing and perfecting the logistics system, improving the service and lowering costs etc.. And it occupies the important position in logistics system. So gradually, logistics becomes breach which excavates the source of profits, and demonstrates its importance more and more. But it is very difficult to manage the logistics delivery in reality, because it is influenced by a lot of factors. Such as making the plan of providing and delivering, choosing the provide and deliver the route, and the difficulty to deliver goods at time etc.. Meanwhile, in the logistics process, it is also influenced by a lot of uncontrollable factor, such as the distribution area of customers, road traffic network, time requirement and the changement rate of traffic flow etc.. So it has to be done to strengthen the logistics systematic planning and designin. The logistics cost and benefit will be influenced directly at the same time.This text regards Liaohe Oil Field Co.as the target of surveying and studying, such problems as the supply, delivery and stock of petroleum pipe goods and materials are studied, with the quantitive and qualitative method and eM-Plant emulation software, a practical enterprise provide and deliver system and a stock optimize models is set up. This text refers the supply concept of chain inside enterprise to set up stock managing system by individual studying the special-purpose goods and materials. Put forward the question at first, and make an introduction on relevant theories; Secondly, we analyse the recommend optimizing models to enterprise's current situation; In the pratical research part, this text takes department of purchase of goods and materials of Liaohe Oil Field of Panjin' as an example, combining enterprise's practical problems, analyses with the model. Finally, the conclusion part summarizes the article, pointing out the deficiency of the article and prospect to studying in the future at the same time.
