A Study On The Adjustment Of China 's Non - Aid Policy

Foreign aid is an important part of China’s diplomacy and promotes it to carry out. To say that China’s aid to Africa opened up the development of Sino-Africa relationship. China’s Aid to Africa, beginning in 1956, has been nearly 60 years. Sino-Africa relationship, which is based on equality, mutual help and mutual benefit develop rapidly. Since entering the new century, in the framework of FOCAC, Sino-Africa has established a new type of strategic partnership, rapid development of economic and trade cooperation, further deepening the Sino-Africa friendly relationship. The construction of OBAO R and the creation of AIIB, will inject new vitality to the Sino-Africa cooperation.Throughout the whole history of C hina’s aid to Africa, based on the context of aid policy adjustment analysis, China’s aid to Africa has been divided into thr ee stages. The first stage is the start of C hina ’s aid to Africa(in the 1950 s to the end of 70s). C hina ’s aid to Africa is driven by the needs of the politics and diplomacy, with a strong ideological color during this period. The second stage is the adjust ment of China’s aid to Africa(the end of 1970 s to the end of 90s). the Third Plenary Session which is held into transforming meaning, has transferred the party and the state’s center to economic construction. Under the principle of mutual benefit and commo n development, the economic and technical assistance to Africa is the center of this period. The third stage is the aid policies to Africa since the new century. Economic and trade cooperation is the main content of Sino-Africa relationship in the framework of FOCAC during this period. The establishment of the new strategic partnership opens up a new starting of the Sino- Africa relationship. And the Sino-Africa relationship has entered into e new development period.
