Reform And Opening Up The Challenges Of China's Aid Diplomacy In Africa And Adjustment

China's aid to Africa has been playing an important role during the development of China-Africa relations. After the implementation of reform and opening-up policy, accompanying with the adjustments in China's strategy, China's aid diplomacy towards Africa had converted from ideology-centered into mutual-benefit, which helped the aid-centered China-Africa relationship evolved into strategic partnership.This essay observes the connection between the state of China's aid diplomacy towards Africa and China's African diplomacy from period to period, finding out that the above two are strongly related. However, the continuity and evolution of China's aid policy towards Africa after 1978 has been bringing challenges to the China's aid diplomacy towards Africa, both on diplomacy concept and practice.It has been criticized for China's neglecting of human rights and good governance, and the consequence of policy shift causes trade problems with African countries, some Chinese companies show little social responsibilities towards the local communities and the environment, and because of the aid mechanism, China's aid lacks interactions with non-governmental units. So despite the economical boom the aid has contributed, the Sino-Africa relations seem still far away from like brothers.Faced with those challenges above, it's necessary China's aid diplomacy towards Africa make adjustments accordingly. Like making adjustments in the practice of diplomacy concept and become more involved into the continent's affairs; Applying self-constraint trade policy and paid more attention to the aid for trade; Developing rules and laws to manage the behaviors of Chinese companies; Considering the complex political facts in Africa, China has also noticed the importance of multi-channel diplomacy, and placed more emphasis on the cultural aid and cultural exchange between the African and Chinese people. Finally, because of the common interests shared with others, China has recently started the cooperation with other donors, in order to ensure the success of both her aid and diplomacy towards Africa.In the future, according to the evolution of Sino-Africa relationship, it is necessary that China's aid diplomacy towards Africa plan a long-term African strategy, to keep on benefiting both China self and the African friends.
