A Study On The Development Model Of Resource - Based Community In Western Rural Areas Of China

China’s vast western regions have backward economy, small population distribution density, but these regions are rich in natural resources. The differences in economic structure, technology support, industry development, talent pool and so on which cause the development status to be “East rich West poverty". In order to narrow regional differences, the western regions rely on their own resources endowment, introducing strong and powerful enterprises actively, and developing their local resources to catch up with economic growth. With the gathering of mining enterprises and staffs, Western regions form many communities specialized in resources exploitation. Resources exploitations bring economic benefits to local community residents while also cause severe environmental negative externalities influence. Due to the lack of effective supervision and legal system constraints, resource-based enterprises usually cause environmental pollution, resource waste and ecological destruction during the process of resource exploitation in mining areas; the contradictions between the resource-based enterprises and the surrounding communities become more and more serious, and have a strong impact on the sustainable development of communities.Community is the basic unit of the social development, the harmonious development of the community is a microcosm of the harmonious development of society. Mining areas contradictions have become the obstacles to social harmony. The harmonious development between resource-based enterprises and local communities is an important part of building a harmonious socialist society, meanwhile, also a helpful exploration of innovative development mode in western rural areas, which have a significant meaning in harmonious development resource-based areas.In order to study the harmonious development and the sustainable development mode between resource-based enterprises and surrounding communities in western rural areas, this paper analyzed the traits and forms of existing contradictions during the development process between the enterprises and communities. The study was based on the comprehensive understanding of the related researches, used the Field Research Methods and Empirical Analysis Method and took the JingFeng Mining Limited Company located in a Buyi nationality community in GuiZhou province as an example. Then proposed the “Four Parties Jointly Creation” and elaborated JingFeng’s achievements under this mode. Three years of practice showed that this mode was an effective mode for resource-based communities. Since the establishment of this mode, the community contradictions have reduced sharply, and the sustainable development ability of the community which is in the transitional period has an obvious improvement in economy, society, education, livelihood and ecology. Finally, this paper came up with some advice about the community sustainable development.
