Research On The Transformation Of Government’s Administrative Mode In Resource-based Rural Areas Of Sanming City

Since the development of resource-based rural areas generally relies on the development and exploitation of non-renewable mineral resources as the main industry and economic basis,and the natural resources relied on are non-renewable,a series of economic,ecological and social problems such as economic development difficulties,serious ecological damage,and complicated social problems will inevitably occur in resource-based rural areas after the resources tend to shrink,the administrative mode cannot keep up with,the production capacity and economic benefits of the original resource-based leading industries greatly decline,and the backbone enterprises go bankrupt.In order to solve those problems mentioned above,which is owing to the ineffectiveness of traditional administrative mode,and avoid the economic regression,which may play negative influence on development of rural and peasant,and bring new challenge to sustainable development of economic society,it is inevitable to require the transformation of their administrative mode.From the perspective of public administration science,this paper focuses on the difficulties and causes of the transformation process in the discussion of the inconsistency between the administrative mode of resource-based rural areas in Sanming City and the current economic development situation.This dissertation argues that the administration concepts,methods,and processes in Sanming’s resource-based rural areas are difficult to keep up with the requirements of the current market,lacking of scientificity,suppressing market vitality and people’s enthusiasm.There is an urgent need to clarify administration goals,solve the problems hindered on the institutional construction of multiple administration,service-oriented government,funding support,and talent management.In this way,the multiple entities,integrating the government,the people,and the enterprise,will promote the coordinated development of economy,ecology,green,and innovation.Combining the transformation of the administrative model advocated at the national level with the practice at the township level in rural areas of Sanming City,the conclusions can provide more experience for grassroots transformative administration for other resource-based rural areas.The reference value also reflects the practice of macro propositions at the micro level to a certain extent,which is conducive to the specificization and deepening of research.
