The Study On Construction Of Grass-roots Party Organizations In Resource-oriented Rural Transformation Development

At present,socialism with Chinese characteristics has entered a new era,and agriculture and rural areas have entered a new historical stage of development.The Central Party Committee with Comrade Xi Jinping as the core has always insisted on solving the "three rural issues" as the top priority of the party's work.The key to solving the "three rural issues" and doing a good job in rural areas lies in the rural grassroots party organizations.Resource-based rural areas occupy a certain percentage of rural areas in China.With inherent advantages of resources,they have obtained early advantages in development,allowing a number of wealthy villages to have emerged.However,with the deepening of resource development and due to the restriction of the life-cycle of non-renewable resources,the shortcomings of the development of resource-based rural areas have also become increasingly apparent.Once-rich resource-based rural areas have experienced poverty due to resource exhausted,which has constrained the healthy development of local rural areas and the farmers income increase.Transitional development has become the inevitable choice and ultimate direction of resource-based rural areas,and it is also the key and difficulty for the local rural grassroots party organizations to carry out their works.To change this development dilemma,it cannot do without the strong leadership of resource-based rural grassroots party organizations.Grassroots party organizations must firmly seize the opportunities for the development that the rural revitalization strategy proposed in the reports of the 19th National Congress of the Communist Party of China,continue to strengthen and improve self-building,and strengthen effective leadership over resource-based rural areas so that the party's guidelines and policies can be fully implemented and realized,allowing the resource-based rural to achieve healthy and rapid transitional development.This paper initially discusses the research background,current research status,research methods and innovation points of construction of grassroots party organizations in transitional development of resource-based rural areas.Then what strengthening the construction of grassroots party organizations in transitional development of resource-based rural areas means to advancing the "four comprehensives"strategic layout,consolidating the party's ruling foundation and governance capability,and implementing the rural revitalization strategy so as to realize transitional development of resource-based rural areas has been explained.On this basis,this paper chooses Lijiazhuang Town,a suburb of Yangquan City,which is a typical resource-based village and its two mandated resource-based villages,namely Lijiazhuang Village and Hanhegou Village,as the research object of this paper.This paper focuses on the party-building work in Lijiazhuang Town,and elaborates on the effectiveness of party-building work in Lijiazhuang Village and Hanhegou Village,revealing that although rural grassroots party organizations play an important role in promoting the transitional development of resource-based rural areas,there are also some issues that need to be solved in this process badly.Finally,by analyzing the causes of the problems,ways to strengthen the construction of rural grassroots party organizations in rural areas so as to promote the transitional development of resource-based rural areas are proposed.
