As a new means of transport for the city rail transit, to urban residents travel brings convenience and fast, to alleviate the urban traffic pressure has made a great contribution. For rail transit is based on the viaduct or underground tunnels, whether the station and platform or trains, the space is relatively closed, personnel is relatively dense, channels, more crowded, in case of emergency, evacuation and rescue is difficult, treatment is difficult, once the response is undeserved, it is easy to deteriorate further, resulting in heavy casualties and property losses. Emergency plan is the guiding idea of emergency response, emergency institutions and personnel is to take emergency measures of manual work, play an extremely important role in emergency management. Therefore, in order to ensure the operation safety of rail transportation, must build scientific and perfect emergency plan, emergency response process, there are laws to ensure that the emergency disposal, thus the maximum extent to reduce casualties and property losses. But any things are likely to have a deficiency, so also for contingency plans, so also need to take various means to evaluate the plan, found its deficiency and improved. Set up scientific evaluation system, reasonable and effective evaluation analysis was carried out on the emergency plan, is to test the effectiveness of the rationality and perfect the emergency plan and indispensable important means.In this paper, on the basis of relevant theoretical study, the evaluation of emergency plans of rail transit is studied. First, the factors affecting the safety of rail transportation operation are summarized and induction, the problems of operational risk analysis and evaluation were studied. Second, emergency plan system of rail transit agencies and routing are analyzed, this paper discusses the basic ideas of the preparation of emergency plans; Again, in the form of field investigation and questionnaire survey, in kunming shortcomings existing in the rail transit emergency plan has carried on the exploration, and combining the system engineering, transportation planning and management, safety engineering multidisciplinary instruction, advances some countermeasures for the improvement of the scientific and effective; According to the evaluation of rail transit emergency problem, this paper puts forward a reasonable selection of evaluation methods, finally, the fuzzy hierarchy evaluation analysis model was established, and the specific case, has carried on the empirical test to evaluate the effectiveness of the model, the results show that based on fuzzy hierarchy evaluation model has certain rationality.
