With the continuous advancement of Shanghai's rail transit network construction work,the hidden risks of risks present a trend of diversification,complexity,and long-term development,which are mainly reflected in the large number of equipment,multiple types of systems,wide network layout,and high passenger demand.Emergencies have gradually become a daily problem in safety management,and have caused major disturbances to the smooth operation of Shanghai rail transit.However,emergencies have the characteristics of random occurrence in time and space,high frequency of occurrence,far-reaching impact,and complex and changeable causes of accidents,which form a huge test of the existing emergency response mechanism and have become a development that has received widespread attention in recent years.Hot spot.This thesis mainly takes the Shanghai Rail Transit Network Operation Coordination and Emergency Command Center(COCC)as a research perspective,and systematically thinks about and explores the process of the current "four-line linkage" emergency response mechanism adopted by Shanghai rail transit.This thesis effectively combines literature research,case analysis,questionnaire surveys and in-depth interviews.With COCC as the entry point,through different response levels of emergencies,with the help of matching "actual combat" cases,analysis and comparison in actual The substantial changes in the number,scope,and influence of the main units involved in the emergency joint response process,the important functions of the COCC and the changes in the functions of the main joint units are also significant manifestations of this paper.At the same time,this thesis is mainly based on the theory of collaborative governance,starting with the four characteristics of subject diversity,common principles,organizational collaboration and system interoperability,and for different response levels of emergencies,the cause and effect analysis of the Shanghai rail transit emergency linkage response mechanism.At the same time,with the help of the relevant results of the questionnaire survey and in-depth interviews,the existing problems of the emergency response mechanism are deeply explored,and the problems and reasons of the current "four-line interaction" emergency response mechanism are fully explored.The research in this paper shows that the imperfection of emergency linkage mechanism is directly related to the "single" of the emergency linkage mechanism,the "different" emergency linkage mechanism,the "restricted" emergency linkage coordination and the "unsmooth" emergency linkage interoperability.At the same time,through questionnaire surveys and in-depth interviews,it was found that the insufficiency of the emergency response mechanism is not only restricted by personnel,equipment,technology,and systems,but also sensitive to multiple external conditions such as capital investment,economic development speed,and technical support.To a large extent,the effect of emergency linkage handling has an objective relationship with the coordination of the linkage unit.This thesis combines the existing deficiencies of the existing emergency linkage disposal mechanism to conduct an in-depth analysis of the reasons,including the introduction of diversified entities of emergency linkage,improvement of common guidelines for emergency linkage,improvement of efficient emergency linkage,and construction of emergency linkage system interconnection.Practical operation is principle-oriented,and effective reasonable suggestions based on talents,mechanisms,skills,and systems are put forward.The aim is to provide assistance in improving the emergency response mechanism of Shanghai rail transit,and to further implement the Shanghai rail transit system.With the service concept of "leading to a better life",we look forward to contributing modest academic power to the future development of China's urban rail transit industry.Based on the current “four-strength linkage” emergency response mechanism for Shanghai rail transit emergencies,through multi-theoretical literature support and empirical analysis of data obtained from questionnaires and interviews,the existing problems of COCC in the actual process of rail transit emergencies emergency response linkage processing At the same time,with the help of “typical cases” of rail transit emergencies,we will further explore the reasons for the status quo,and analyze the“cooperation effects” of internal and external disciplines or units from the “horizontal”and“vertical”aspects of emergency response.And clarify their respective responsibilities to provide a theoretical basis for optimizing the future Shanghai rail transit emergency response mechanism.
