Called “political cancer”, corruption endangers political stability, hinders economic growth, corrodes ideological cultures and undermines social harmony. Like many other countries, China is interrupted by problems about corruption as well. Since the 18 th National Congress of the Communist Party of China, the Central Government has made unprecedented efforts to strictly crack down upon corruption, which has somewhat inhibited the spreading of corruption. However, it shall be noteworthy that it is still a difficult and complicated to fight against corruption at present, because some civil servants still fail to be completely afraid of, unable and unwilling to be corrupt. Therefore, there is still a far way to go to crack down upon corruption from “taking temporary measures” to“taking fundamental measures”.This dissertation is written in the form of case analysis, and studied the corruption case of Zhu Xinyi, who was the former Director of the Office of Civil Air Defense of Xinjiang Autonomous Region, and was punished in 2013. Based on theories of rent seeking, balance of power, principal-agent and mechanism design related to corruption control are summed up, to analyze backgrounds of Zhu Xinyi(a civil servant at department level) concerning this case such as his job experiences, era background and the situation of civil air defense office. Corrupt practices involved in that case, including power-for-money deals,power-for-sex deals, embezzlement and illegitimate employment, are summarized in detail.Then,the characteristics of this case are analyzed from the perspective of power associations, presentation methods and sphere of influence. Besides, causes of corrupt practices of Zhu Xinyi et al. are examined based on institutional design, power allocation,behavioral constraints and personal qualities. Next, in light of the problems revealed from the corruption case of Zhu Xinyi,anti-corruption experience of some countries and areas which have been relatively more successful in cracking down upon corruption, such as Singapore, Germany and Chinese Hong Kong, is analyzed in order to draw lessons from them.After deeply exploring the corruption case of Zhu Xinyi and learning from some countries or areas as mentioned above, countermeasures are finally put forward to prevent and fight against problems about civil servants’ corruption similar to Zhu Xinyi by improving anti-corruption system, enhancing behavioral constraints and carrying out collaborative work. Among these countermeasures, the suggestions of enacting the Anti-corruption Law of the People’s Republic of China and the Law of the People’s Republic of China on Making Political Affairs Open, subdividing power lists, founding anational corruption prevention committee and establishing a special anti-corruption committee by the National People’s Congress and so on are innovative to some extent, in hope of being a little favorable for transforming governance of corruption from “taking temporary measures” into “taking fundamental measures” in China.
