In recent years, by a large number of officials at all levels to Lok Ma became the focusof attention of the public and the talk of people at one’s leisure. These administrative officialsbrought huge economic losses of property for their countries and people, became the socialpublic concern and condemnation. Corruption happened because that the main body ofadministrative position is higher, expression is obvious, graft huge sums, this directly touchthe law, it is also concerned by the majority of scholars to do study and the social public’sattention. And the behavior main body is usually in the basic-level government civil servantwhich administrative level is low, and the expression way is hidden, involves the very fewamount of money, basically does not reach the law with little public notice, is known as the"invisible corruption","negative corruption","gray corruption", etc., some domestic scholarsto define this as "gaming","play ball", etc., is the edge which between the corruption andnon-corruption.In this paper, through the combination of the systematic and comparative researchmethods, from the perspective of behavior main body violating the Criminal Law, involvingthe amount of money, grasping the public rights, the extent of tolerance by people tocompare the corruption. And concealment, reciprocity, and fuzziness of that people don’t payattention to it and concern. Through the subjective and objective analysis of themanifestation of three consumption and officialdom hidden rules are the two forms not onlyoccurred at higher levels of government agencies, also occurred in the lower levels of thegovernment at the grass-roots level. Civil servants at the grass-roots level is the lowestadministrative level of our country public administration main body, is the mainstream of,through the combination of empirical analysis and theoretical analysis, the manifestation of,by civil servants at the grass-roots level are analyzed. People power over the rights, andprivate gain greater than the public interest, ranking thought being serious, administrativeethics quality being low, which affect the development of grass-roots civil servants and thebad influence to the family, from the administrative level, this cause the waste ofadministrative resources and administrative costs, and a large expansion. From a social level,it impact on the values in the mainstream society.Finally, the paper puts forward the countermeasures to prevent and control grass-rootscivil servants, one is the form of honest cultural education and vocational moral qualityconstruction to strengthen the construction of civil servants themselves, another is throughthe strengthening the system construction of civil servants at the grass-roots level in "enroll,appraisal, reward," through the perfect democracy safeguard mechanism, performanceevaluation mechanism of public power, public opinion supervision mechanism to theconstruction of power restriction mechanism, through strict control of public right expansion,strict constraints of public power operation, strict supervision of public power operation subject to monitor power operation mechanism, by establishing a scientific and effectivemechanism of choosing and employing persons and to establish the reasonable incomedistribution system, to strengthen the construction of spiritual civilization to optimize theenvironment, purify the corruption soil such as measures to prevent the? of civil servants atthe grass-roots level. Through the study of civil servants at the grass-roots level, to putforward more thinking and wider research field of anti-corruption for our countryanti-corruption work.
