With the development of society,tremendous changes have taken place in all aspects of people's production and life,but the corruption problem has not been able to get rid of,especially for basic-level civil servants' corruption.In recent years,the momentum and the amount of the basic-level civil servants' corruption were increasingly fierce and high.The basic-level civil servants as the actual implementation of the government are the direct servants facing to the public.They are also the founder of social and economic development,and their actions are all directly related to the fundamental interests of the masses.The basic-level civil servants' corruption not only severely encroached the significant benefits of the masses but also affected the ruling foundation of the party and the government.The corruption behaviors also undermining the prestige and image of the party and the states.Between those anti-corruption agencies of China,the discipline inspection and supervision organs play a vital role in the fight against corruption.Take Z City as an example,we adopted methods of literature analysis,qualitative analysis,quantitative analysis and case analysis to explore the corruption of the basic-level civil servants in Z City.We analyzed the anti-corruption system and the effectiveness of the discipline inspection and supervision organ of Z City.After that,detailed analysis of the petition report and the filing data of Z City in the past decade were used to summarize the characteristics of the basic-level civil servant's corruption problem and explore the essential contents that need to be paid attention.The unfavorable factors in the governance of grassroots corruption were also explored in this study.Further,by deeply analysis and exploration for these materials,we tried to put forward the appropriate suggesting strategies.To analyze the function of the discipline inspection and supervision organ in anti-corruption works,we examined the structure and function of the discipline inspection and supervision organ of Z City.We found that the discipline inspection and supervision organ faced the problems of lacking party responsibility and the apparently weak functions of the township(street)Commission for Discipline Inspection.Further,the discipline inspection and supervision of grassroots cadres also have a shortage of frontline and professional personnel,and poor working environment.After then,we analyzed the petition reports of letters and visits and cases of investigation and handling by discipline inspection and supervision organs of Z City from 2007 to 2016.In particular,we analyzed the data and cases involving the corruption of the basic-level civil servants.The results showed that grassroots official was the largest group for basic-level civil servants' corruption,which involving a broad range of areas and showing an increasing trend in amount.The grassroots corruption penetrated to each level and position of authority,and the illegal means became more diversified and induced more risks.Besides,it is also clear that the situation of grassroots anti-corruption work is still grim,so it is urgent to strengthen the management of grassroots organizations and quicken the handling of illegal and disciplinary cadres.Based on the results above,this paper presents three aspects of clean government education to improve the grassroots anti-corruption system approach,that is fully implementing the discipline inspection and supervision duties,deepening the reform and innovation of institutional mechanisms,and carrying out ideals and beliefs.We expected the results of this studies could provide basic data and theory analysis for the basic-level civil servants' anti-corruption work.
