China is undergoing extensive and profound changes and in a particular period ofsocial transformation, nowadays. The youth civil servant play more and more importantrole in the progress of civil society construction. Faced with the complex economicenvironment of the market and the living situation, some young civil servants didn`t resistthe temptation of the corruption, and some crime of corruption occur. The way of solvingthis problem is the main component of the civil servant team building,which cannot beignored at present China. The corruption will not only destroy the political beliefs of youngcivil servants, but also intensify social contradictions, and cause great harm to thecredibility of the government, threatening the future of the party and the country, finally.In recent years, numerous cases of corruption of young civil servants have happened,there are some new characteristics of this kind of corruption, and mainly involving moneycorruption. And the educational level of these offenders are always pretty high, they havemore criminal motivation, while the criminal means are more intelligent. Through theinvestigation and literature studies of the growth and development of young civil servantstatus,and summary based on the existing cases of youth corruption, this article analysesthe problems and difficulties occurred in young civil servants growth,and then find thatthere are some problems and contradictions in the growth and development of young civilservants,in terms of the income, value identity, incentive status, and psychologicalproblems. These issues will increase the risk of the young civil servant corruption, andbecome kind of corruption incentives, which includes the market factors caused by themarket allocation imbalance of civil talent,the institutional factors that the managementand education of youth is limited, the economic factors caused by unreasonable paymentand the personal thought factor which set off by the influence of bureaucracy tradition.Based on these corrupt incentives, this article attempts to put forward severalproposals to solve the problem of young civil servant corruption incentives. Thegovernment should cultivate the public service awareness of young civil servants,anddevelop a reasonable incentive system. What`s more, it should develop some new salarysystems based on a reasonable assessment, and make a good career planning for them.Apart from that, it should pay more attention to the supervision of the young civilservants, and finally strengthen the construction of the education of the clean and honestadministration environment for both the society and the young civil servants.
