Prevention And Control Of "Child Abuse" Incident And The Construction Of Anti - Child Abuse System

Children are not only the future of the country, but also social vulnerable group, the protection of children’ life, creation of healthy family and social environment for sound growth for children should have been the focus of all the countries all over the world. But the cases of Child Abuse in real life are no longer occasionally, according to the report of United Nations Children’s Fund, child abuse has been one of the five threatens all over the world. Abusing will make the intellectual and emotional development of the children fall behind the average children, which will lead to severe physical and mental trauma, cognitive defects, thus the individual behavior deviation, even make children fall into a wrong path.Child Abuse, as a universal social problem, the western countries have studied for many years and there is relatively complete theory system, many practical experiences have been got together. For the great cultural and concept differences on child care between the west and the east, the definition of child abuse is not so clear. The Chinese traditional concept on child care is always be strict to the children, as "if a son is uneducated, his dad is to blame," and "spare the rod, spoil the child", so the children’s feelings are always ignored, children are seen as the appending to families, so it directly lead the child abuse to some kind of family conflict, it turns into "invisible".In China, for the lack of cognition to children’s subjectivity, the related laws and regulations are not clear and definite; the public departments cannot effectively get involved in the child abuse cases because the lack of law and policy basis, the low involvement of the social organizations, the cases of child abuse take place frequently.This paper analysis the present child abuse situation, concludes the traits of the child abuse cases, studies the current theory and practice on protection rights of children in China, concludes the experiences and defects, through the learning of related theory of foreign countries, and their practical experiences in child abuse cases, it puts forward some thoughts on effective prevention and control on child abuse and building of the assistance system on anti-child abuse in China, thus to lessen the occurrence of child abuse cases, and the children’s rights can be protected.
