A Study On The Legislation Of Residence Permit In Beijing

In recent years,with the rapid growth of the floating population in Beijing,the carrying capacity of urban ecological environment and public service resources are increasing,all kinds of social contradictions are also highlighted.Now,cracking the current fundamental problem of Beijing city disease is the reasonable control of the size of the population,the traditional way is difficult to adapt to the social development of Beijing,we must adhere to the thinking and way of the rule of law,innovate the methods and means of household register management,especially the management of floating population in the new situation. The implementation of the residence permit system is not only the essential stage of the household registration reform,but also the important way and measure of urban population control.One side,legislative work of residence permit of Beijing should be based on the full investigation and indepth study,which are ensure that the residence permit system can play its pratical significance on the maximum degree.On the other hand,the practice of residence permit legislation in Shanghai,Shenzhen and other large cities also has an important role to Beijing,which should absorb and learn from the relevant experience actively.This paper is baesd on the author’s personally participated in the Beijing’s legislative work of the residence permit system,discusses the residence permit of Beijing from the point of view of jurisprudence.The first chapter is the introduction,which mainly includes:he reasearch origin;the related research summary;the research content,the purpose and the method;the feasibility analysis,etc.The second chaper through the introducing the social background of the residence permit system,expounds the theoretical and practical significance of the system,combs and reviews the management of the floating population in the different periods of Beijing,discusses the necessity of legislation of residence permit in Beijing from the two aspects of real challenge and the development of science.The third chapter based on the legal nature of residence permit,expounds the general idea of Beijing residence permit legislation and the different ways of realizing it, obtains the optimal scheme through comparison and analysis,and describes the relevant contents of the residence permit legislation in Beijing.The fourth chapter discusses the functional location,application conditions,rights and interests of the residence permit,expounds deeply the integral settled household registration docking,and put forwards the relevant policy suggestions about the legislation of residence permit in Beijing.
