Problems And Reflection Of The Residence Permit System In China

Since 1989,the legislation of residence permit system in China has been implemented for 30 years.In the past three decades,Chinese economy has been incresing rapidly,China's household registration system between urban and rural has been evolving quickly,and exchanges between urban and rural areas has been getting closer increasingly,The traditional way of population control has been unable to meet the needs of the times.Under the new situation,higher requirements have been put forward to provide public service and moderate management for the floating population.The residence permit system takes on the important task of this era.After many years of exploration and practice,although the residence permit system has made some achievements,it still faces new problems.Firstly,this paper studies the development and evolution of the household registration system and its matching with the floating population,summarizes and summarizes the overall changes of the household registration system since the new China,and analyzes the role and shortcomings of different systems in the specific historical period.Then it focuses on the rapid development of residence permit system in the last three decades,aiming at the historical context of residence permit,the contents and the protection of the basic rights of citizens in various constitutions.On the basis of the research,this paper makes some explorations on the practical difficulties encountered by the residence permit system,which can be summarized as follows:one is its own defects,the other is the pressure on the local government,and the third is the right of the floating population.The benefit guarantee is still not perfect.After that,some reflections and suggestions are put forward on the aspects of freedom of movement into constitution,legislation,equalization of services and unification of rights and interests in the present predicament of residence permit system.This paper has some positive significance on how to better protect the rights and interests of urban floating population and promotethe development of social equity.
