Gradually replaced the residence permit system which is not a temporary residence permit system to adapt to the social development,is in view of the city's service and management of the floating population to an innovative population registration model,to some extent,bear the social justice and the function of security and stability.As the provincial capital city of Henan province,the city cohesion of Zhengzhou is strong and the floating population is high.therefore,the residence permit system which is implemented for the floating population is typical and representative.In Zhengzhou residence permit system carries on the discussion and research on how to better development,can solve many of the "city disease" that caused by population expansion for big cities like Zhengzhou.Zhengzhou residential permit gives for the floating population management and services,at present to take the form of " residential permit + temporary residence registration certificate",the residence permit system including claims for conditions,to benefit and the management pattern of 3 elements.Based on the investigation of A police station in Zhengzhou master data,this paper analyzes the current situation of the residence permit system,the current system of residence in A police station in the process of implementation,exposed the low management efficiency,lack of supervision measures,policy continuity problems such as poor and supporting system reform slow,so suggest to improving the registration rate of floating population in the area as the goal,adjust to perfect the residence permit system,improve the management level,strengthen the supervision mechanism,and follow up with coordinated policies,establish and improve the service provided by a long-term mechanism.
