From Birth To Normalization: A Study On The Changes Of Emergency Management System In China 's Public Emergencies (2003-2015)

Our country is in the period of economic transition and social transformation, public emergency endlessly occurrence in people’s vision. Long-term changing in practice and institution of emergency management make the government also change its emergency management mode in dealing with the public emergency,that is,from the traditional "creation- single type" emergency management development to today’s modern "prevention-comprehensive type" emergency management.The changing of government emergency management makes it play an important role in dealing with the public emergency and increasingly significant results.However, with the rapid development of economic, social, and the information technology, public emergency has expanding its field and presenting its characteristics more complicated and serious, harm to social stability,harmony and national stability seriously. From the effectiveness of the government’s response to public emergency in recent years, the existing "prevention-comprehensive type" emergency management model has its own limitations in response to the process and the disposal results.So,to reform and perfect the existing emergency management pattern to adapt to the changing social environment and the public demands become inevitable trend.The body of the paper structure is as follows:Firstly,this paper is based on the institutional change theory,from the analysis of the early emergency management history to revealing the experience of emergency management changes in China since 2003 from “creation-single type”of the traditional emergency management towards“ prevention-comprehensive type” modern emergency management,how to change, by what factors and restriction.Then,through the case notes the problems that exist in modern emergency management in cope with public emergency and analysis the difficulties that modern emergency has faced with.Finally,try to propose the route choice of building the normalization "boxing combination " emergency management model, make the emergency management toward more in-depth, normalized development to adapt to the increasingly complex social environment.
