A Study On The Expression Of Network Public Opinion In Public Affairs Governance

With the high-speed development of Internet technology during these years, the social public can freely discuss public affairs or express interest demands through the network, which, as a carrier, could be the best place for the public to show their opinions, and even a lot of people think that the network has the characteristics of real-time interaction and direct communication, which could change the traditional way of public expression and give a return for the voice of public through the way of direct democracy. In the meanwhile, our government also attaches great importance to the development and influence of network public opinion, mentions that more and more times on the summits, books, government reports, network, and the party’s documents, and increasingly calls for the reformation and improvement of traditional ways in public opinion. The network public opinion, advocated by modern society, has been a trend for the public to participate in public affairs management, and becomes a main way for the public to participate in the administration and discussion of state affairs by replacement of that traditional public opinion expression, which would also become a main way for the government to absorb public intelligence and listen to their opinions so as to make scientific decisions and achieve legal ruling.In the meanwhile, network public opinion has overturned the way of traditional public opinion expression, expanded the scales of the participants and the ways of participation in public affairs management, and changed the management structure of "strong government and weak socity". Through network pubic opinion, the public are not only negative information receivers, but also active participants in government decision-making. On the one hand, the network public opinion provides an important way for the public to express appeals, delivery information, show emotions, and discuss the public problems with each other. On the other hand, it also narrows the distance between the officials and the public, and becomes the important way for them to efficiently interact.However, the network, as a double-edged sword, has many problems in providing direct democracy for the public. There is a big distance between the effects of network public opinion and the public expectations. Then, the network public opinion has a limited influence on public governance, and the utilization ability of both government and the public in network public opinion should have been improved a lot. So based on realizing both advantages and disadvantages of it, we should further optimize the path of network public opinion so as to achieve its positive effectiveness and improve public affairs management. Specifically:in terms of concept, it’s firstly to change government management concept and raise public satisfaction, secondly to change public opinion and achieve "binary interaction"; in terms of Laws and regulations, it’s firstly to perfect Laws and regulations and promote an orderly participation in network public opinion, secondly to establish supervision and accountability and make the network public opinion well-developed; in terms of skills and capabilities, it’s firstly to perfect the network infrastructure construction and expand the scales of network public opinion expression, secondly to strengthen training of professional staffs and improve the network communication capabilities; in terms of Moral and culture, it’s firstly to perfect network moral construction and make the public rationally express, secondly to enhance public cultural education and push the public to participate orderly in network public opinion expression.
