Research On The Improvement Of Network Public Opinion Crisis Management Path In Public Emergencies

With the further development of Internet technology,the way for the public to obtain information and express their views in political and social life has become easy and simple,which to a certain extent makes sudden public events appear in front of the public more with the help of the network platform.Social risk increases,and network public crises occur frequently in our country.If some members of the public become stakeholders in a public event,if their interest claims in real life cannot be effectively resolved,when the event becomes a network public crisis event,these stakeholders will gather on the network platform to form a powerful force of public opinion.On the other hand,out of curiosity,conformity and other psychology,the non-stakeholders of public events also pour into the discussion field of corresponding public events with the help of the network platform,and participate in the discussion of sudden public events.in the number of the majority,public opinion is also further fermented with the participation of such groups,leading to the network public opinion crisis.This kind of public opinion events have the attribute characteristics of publicity,so the managers are framed on the main body of the government.in most cases,the handling of public opinion by the main body of the government is not ideal,and it will even lead to a crisis of government trust in the large-scale discussion of public opinion.it not only increases the difficulty of the government in the field management of the public network,tests the construction of the government's ruling ability,but also becomes an obstacle to the government on the road of good governance to a certain extent.This requires the government to effectively control the public opinion in the network public crisis when dealing with related events.The current reality is:restricted by the current government's own system setting,the construction of relevant laws and regulations and many other factors,our local government does not perform well in many emergencies.Therefore,to improve the government's ability to control and guide the network public opinion in emergencies as soon as possible has become an important issue for the current government departments to lead the scientific construction.This paper takes the traditional theory crisis management 4R theory in the field of public management as the analysis framework,and makes a comprehensive analysis of the public opinion guidance of local governments in dealing with public emergencies in the Internet era.In this paper,the Shouguang flood in Shandong Province is selected as a case study,and on the basis of a comprehensive review of the course of the Shouguang flood and the handling behavior of different levels of government,this paper analyzes the reality and shortcomings of Weifang municipal government's public opinion management from four aspects of crisis management:reduction,preparation,response and resilience.And in view of the deficiencies shown by the government in the management of public opinion,this paper puts forward corresponding countermeasures and suggestions,which will help to improve the construction of public opinion management of local governments in our country.
