Because of this,deliberative democracy has unique value and advantages.On the basis of analysis of the deliberative democracy theory, the author think that contemporary china has basically haven the social,political,economic cultural and technical infrastructure on Practice of deliberative democracy.Deliberative democracy cannot fully or possibly replace the operation of competitive democracy. It only finds its existence in attachment to the activities and procedures of present democratic system.Therefore, China, while promoting deliberative democracy, needs to respond to some extend to the requirement for electoral democracy.
