The aim of this paper is in order to expand, on the one hand want to decentralization reinforced County autonomous rights, on the other hand hope to direct election of county and township to promote democratic development of countryside and explore the possibility of democratic autonomy within the county.This paper has four chapters, the first chapter first necessity in theory of rural democratic autonomy, to the meaning of decentralization as the forerunner, to the value of county and township autonomy, from decentralization, democracy, autonomy into the title for Autonomous County and township. In the second chapter, China environment and rural problems faced by content analysis and within the dilemma.
