Of Sala Autonomous County In Qinghai Province, The Economic Autonomy Of Research

Regional autonomous system of ethnic minorities is a basic political system of China. The core of this system is that the organs of self-government have much autonomy in ethnic autonomous regions. According to the relevant legislations including the Constitution, the Law on Regional Autonomy of Ethnic Minorities and some autonomous regulations, the autonomy obtained by the organs of self-government mainly involve political autonomy, economic autonomy and the autonomy in the fields of science, education, sports, culture and public health. The establishment of autonomy laid the institutional foundations for managing the local affairs effectively by the organs of self-government and promoting the construction and development of all social undertakings in the ethnic areas. As a constitutional right, the economic autonomy is the most important autonomy of the organs of self-government, which constitutes the autonomy of economic management, the autonomy of finance and tax, the autonomy of financial management and the autonomy of trade management. Nowadays, the economic autonomy of the ethnic autonomous regions has become an important regulative means of speeding up the economic development of ethnic areas.After a period of exploration and development, rich operative experience concerning regional autonomous system of ethnic minorities has been accumulated and all social undertakings in the ethnic areas have greatly developed. However, there are still many problems in the concrete implementation of economic autonomy, including:(a) the lack of relevant laws and regulations;(b) the confusion of the relationships between the organs of self-government and the organs of higher levels;(c) the neglect of the importance of economic autonomy in the whole society;(d) the maladaptive situation to the market economy system in the ethnic areas;(e) the shortage of an effective monitoring system for exercising the autonomy. Therefore, the study on economic autonomy has great practical significance for the effective implementation of the Law on Regional Autonomy of Ethnic Minorities, the protection of the economic rights of ethnic minorities, as well as the improvement of regional autonomous system of ethnic minorities and ethnic jurisprudence.In this paper, the author chooses Xunhua Salar autonomous county in Qinghai province as research object and study on how the county can exercises the economic autonomy effectively with the promotion of national policy and the combination of their own practice, by arranging the history and current situation of the economic development in the county.This paper has six parts:in the introduction, the author describes the background of the topic, the existing research situation and the main research methods; the Chapter I introduces the profile of the economic development in Xunhua Salar autonomous county, sums up the characteristics of the Salar economic development and the major achievements of the economic development in the county during the period of the Eleventh-Five-Year Plan; the Chapter Ⅱ makes a comprehensive study on the economic autonomy by defining the concept, contents and characteristics of economic autonomy as well as the principles of exercising economic autonomy; the Chapter III is an empirical research, which mainly describes that the organs of self-government of Xunhua Salar autonomous county take different models of economic development, coordinate the relationships between the organs of self-government and the organs of higher levels in the process of exercising the economy autonomy and implement the economic autonomy effectively; in the Chapter IV, on the basis of the previous analysis, the author discusses the problems with which Xunhua Salar Autonomous County is confronted in the implementation of the economic autonomy, and puts forward a number of countermeasures; the last part is the conclusion, which is composed of a summary of the author's main ideas and theories, as well as some reasonable suggestions on the effective exercise of the economic autonomy in ethnic autonomous regions.
