The Japanese Government, The Army And The Implementation Of The "Comfort Women" System

The“comfort women” system implemented by Japanese government and military during the World War II, was a planned, organized national war crimes. In the colony and invaded countries, hundreds of thousands of women lost dignity and personal freedom, forced to serve as sex slaves, or “comfort women”. Meanwhile, it was a legacy of World War II. The system was a violation of international law,ethics of gender and humanity, the management and supervision conducted by Japanese government and military were quite secretive. What make things worse, the organized destruction of “comfort women” profile and the government’s shirking of responsibility delayed the solution of the problem.The right wing forces rising after the 1990 s, they strongly denied there was a close relationship between “comfort women” system and their country, saying that,the system was just a business pattern. In this paper, based on the relevant literature, and with the help of memoirs of Japanese soldiers and the testimony of national victims, the author trying to demonstrate the system was not just a commercial pattern, but a state action institutionalized by the Japanese government and military.The article body is composed of three chapters. The first chapter is the full text of bedding, with the concept and setting situation of “comfort women” system. First,the author analyzed the background 、 motives and masterminds to tease out the ideological roots and the implementation of the system. Secondly, the overall situation of comfort stations in China and Southeast Asia settled by Japanese government was recounted in chronological order. The second chapter ”The Japanese government and the establishment and implementation of the system”, discusses how the House Province, Ministry of Foreign Affairs, Korea Government House,Taiwan government and police under their control involved in the secret implementation of the system.The third chapter dealt with the relationship between the Japanese military and“comfort system” implementation. It focuses on the management and control of the system conducted by Ministry of Navy and Army as the highest central anthority. The recruitment of “comfort women” and the setting situation are introduced in this paper.As a policy implemented by the Japanese army during the World War II, the government exercise the unified management over the whole system. The so called national responsibility,was not refering to a particular link,but the entire process which from the recruitment,transport, setting situation to the treatment of “comfort women”.In this paper, based on the historical data, memories of Japanese soldiers and the testimony of victims, the author was trying to figure out the relevant historical facts about the implementation of the system. By analyzing the responsibility of Japanese government, the author attempted to find a way to solve this issue.
