That put forward three challenges to The HuaiHai campaign:The first is about food, the number and the grain policy, especially with the advancement of battle, the increased number of the troops, how to collect food on the basis of no more burden on the people, and meet the basic needs, to adjust the grain policy;The second is about food transportation, due to the destruction of war, many of the traffic routes has been damaged, on the one hand, the route needs to be reorganized, on the other hand, transport food must rely on the migrant workers carrying food to the front, how to requisition a sufficient number of migrant workers to the front transport services, is the key to the war, and with the advancement of battle, the elongated of the battle line, how to arrange the car, train and boat to carry on the food is also the important factor of the war;The third is about the food storage, on the one hand, one part of all the food must be kept as a reserve in case of the needs, on the other hand the battlefield area is scattered, the rear of the grain on the front line, need to be shipped to each of the battlefield, respectively, how to keep the unity of the grain is also related to the important condition of the food supply in order. Any policies migrant workers are served for the transportation of food and so on,.Due to the importance of the migrant workers, this paper also put this a center of the research. Any policies should be combined with the analysis of the background situation, the HuaiHai campaign is a dynamic process of war, every stage of grain collection, transportation and other works put forward different requirements, so the paper want to combined with process of the campaign to discuss food, migrant workers, the food work is a key point.
