Legal Protection Of "Information Man" In The View Of Network Sovereignty

Internet sovereignty is the new form of the sovereignty under the background of internet and globalization, which means a sovereign country’s competence to protect, govern and control the internet. The internet has character of opening, virtualization and globalization, which is natural confliction to sovereignty. The first chapter of this article is about the rise of network sovereignty and its content. It includes the core of this article- "informationizer" who is placed in the background.Internet makes information flow rapidly, and information spread rapidly and used in life in all aspects. In the process the expansion of the operator’s group has increased, from individuals and businesses to the nation or the government. At the same time, the nature of the Internet makes profit is also likely to become victims at any time. Therefore, this article tentatively puts forward the concept of "informationizer", and “informationizer rights" as the theoretical basis for this article, which make the main body and content become clearer and realistic.Finally, in the perspective of network sovereignty, this paper points out the present status of the protection of informationizer facing difficulties. The author analyzes the protection way of the United States, Germany. And based on this background the author from the system construction, self-discipline construction, technology construction, give some suggestions. Especially in the construction of the system, the author considers as soon as possible informationizer protection law to be published, and gives reasons from protection way and the scope.
