The rapid development of information society and the wide application of Internet pose slashes and challenges to the traditional sovereignty theory. Therefore, it is necessary to do further exploration on sovereignty theory which is now in the conflict of traditional theory and the modern reality. The paper is concerned with a detailed analysis about the issue and an attempt at rethinking of the intention, principals and the safeguard of sovereignty.After studying the research results of several scholars in the field, the paper mainly applied inductive method, logical analysis, historical materialism and dialectical materialism and so on.By brief introductions to the characteristics of Internet and traditional sovereignty theory, the paper deals with the influence of Internet on sovereignty. It weakens the sovereignty, extends the exercising area of sovereignty, brings challenges to government, which in turn endanger and challenge the national economic sovereignty, national cultural sovereignty and the national security.Faced with challenges, on the basis of fully study and absorption of the materials that I have obtained, through careful reconsideration of sovereignty intention and sovereignty principals, I put forward a new concept of Internet sovereignty. Meanwhile, I also rethink of how to safeguard the sovereignty under today's circumstance and bring forward the preconditions of sovereignty security, that is, enforcing the development of Internet information industry, enhancing the ability of information-control, participating in the course of international Internet development, struggling for the initiative of Internet. Enforcing the construction of Internet economy and reform of government electrification to improve the Internet govern ability of government; through Internet cultural construction to establish the front of Internet ideological and political education; enforcing Internet legislation to build comprehensivenational defense and security system to safeguard national sovereignty.
