The Development Of "Global Think Tank" And Its Impact On Global Governance

In the background of globalization, global governance has become an increasingly important hot topic in the field of international relations. Global governance was issued from the process of control the negative effect of the globalization, in terms of theory, it breakthrough the State-centric paradigm, in practice, it emphasizes the cooperate between pluralistic actors. NGOs are important actors to the global governance, think tank as a special class of NGO, play a unique role. Global think tank is a newcomer in the history of think tank development. The worldwide economic crisis and the rising of new powers provided an opportunity for global think tanks to take more effect.It has necessity and certainty of the emergency of global think tanks. The networking of the fabric of society and the development of information technology advanced the global think tank, the transition of the model of global governance needs the global think tanks’ more participation, the transition included the growth of transnationalism paradigm;the importance of the concert between big powers and the deeper of governance, the transition requires the distortion, to realize the truly governance.This article analyzed the concept of global governance and global think tank, explored global think tanks’ impact and effect in the process of governance. This article believes that global think tanks play a role as filter in agenda setting, filtrated the mass interests demands; in the coordination of big powers, global think tanks provided a platform for track two diplomacy, because they built a worldwide net; global think tanks committed to raise the researchers’ scientific research ability, improve the decision-makers decision-making ability, cultivate young leaders, educate the public and so on.
