At present, China is in the transition period of social economy, labor disputes are frequent, the labor relations are becoming more and more diverse, the contradiction of labor relations is becoming more and more prominent, and the contradiction of labor relations affects the establishment of harmonious society. Previous scholars on the labor dispute study from overall see: theoretical research, less empirical research; to the economical developed area of labor dispute of, on the economy owe less developed areas of; of labor dispute processing mechanism research.S county is a county in the southwest of Anhui province. In recent years, the labor disputes in S county showed a significant growth trend. Referring to the analysis of S County in 2011 to 2015, the labor dispute arbitration files through this study, the characteristics of S County Labor Dispute: the number of labor disputes, and showed an increasing tendency year by year; labor dispute to the personal dispute, involving an amount of more than; labor dispute processing based on arbitration processing, high rate of labor arbitration and mediation; workers in favor of rate higher characteristic. S County employing units do not comply with the laws and regulations, the enterprise does not improve the rules and regulations and human resources management is an important cause of labor disputes. When labor disputes arise, workers lack of interest demands mechanism, the absence of trade union functions, the lack of grassroots mediation organizations is the cause of labor disputes in S county to take a more intense, procedural approach to deal with the reasons. At present, the labor dispute in S County affects the harmonious labor relationship in S County, which affects the social stability. So the author combined with the theory of industrial relations and human resource management theory, from the public power to intervene in the institutional factors and business management perspective to construct the S county labor dispute prevention mechanism. The author believes that the main way to construct the labor dispute prevention mechanism in S county is to strengthen democratic participation and to strengthen the construction of labor dispute mediation mechanism.The author constructs the labor dispute prevention mechanism in S county from three aspects of enterprises, trade unions and government. The author believes that enterprises should strengthen the legal consciousness, strengthen the construction of enterprise rules and regulations and the system of human resources, strengthen the democratic participation of workers can reduce the occurrence of labor disputes from the source. The trade unions should strengthen their independence, promote the construction of collective bargaining mechanism, promote the construction of enterprise mediation committee and other employee complaints mechanism, and enhance the ability to help workers rights. From the macro level, the government should strengthen labor supervision work, promote labor laws and regulations, promote the implementation of the three party consultation mechanism, strengthen the function of labor dispute mediation organization. Through the construction of a full range of labor dispute prevention mechanism, can reduce the labor dispute in S County, it also can ease the labor dispute resolution and promote the establishment of harmonious labor relations in S county.
