A Study On The Administrative Culture Of Dali Bai Autonomous Prefecture

As the spiritual connotation of administrative management, administrative culture already drive more and more of person value, its impact on administrative management is long and profound. Especially in the special situation of local autonomy of minority nationalities in China, its function is particularly prominent. This paper believes that administrative culture is a special style of culture shown in administrative activities, which means under certain external conditions, such as history, politics, economy, culture etc, it is a value concept administrators qualified in administrative activities, including administrative ideal, administrative value, administrative consciousness, administrative concept, administrative morality and so on, it is a Common spiritual achievement shaped in governmental administrative activities and social affairs management.This paper takes the Dali Bai Autonomous Prefecture as a case, studies the present situation of administrative culture of Dali in aspects of traditionalculture, organizationalculture, teamconstructionandsoon through questionnaire survey. By deep searching its characteristics, the author tries to illustrate that in different regional environment and national culture background, administrative culture reflects not only the characteristics of Chinese traditional administrative culture, but also the unique features of the ethnic minorities in this region. On the basis of a comprehensive grasp of the status of the administrative culture of the Bai Autonomous Prefecture of Dali, the author puts forward several issues which must be considered in the construction of the advanced administrative culture in this region, including how to improve the citizen participation in the administrative culture construction, how to guarantee the rationality of the interaction of the administrative culture construction and the public nature of the administrative culture.In addition, this paper also reflects and summarizes the objectives of constructing the administrative culture of the Dali Bai Autonomous Prefecture, and finally systematically analyzes the feasibility by combining the characteristics of administrative culture and the actual situation of Dali from the material level, the system level to the spiritual level.
