Social work talent is a part of the socialist construction talents, plays an important role in building a socialist harmonious society. To improve the scientific level of the social management, we must strengthen the construction of talent team, we must construct a reasonable structure, high level of specialization of social work personnel and under the new situation of a task is urgent and important subject.This paper in Gaoyou social work talents construction of civil affairs system as the research object, clear the connotation and characteristics of social workers, social workers and social work talent, with human capital theory and the new public service theory analysis. Through the investigation to collect data of social work talent team construction in terms of the number of talent, talent structure, specialization and professionalization degree are analyzed in detail. The study found that the number of social work personnel is small, the overall age structure is high, college and the following personnel or the following staff is still more, the number of working age is not reasonable, the number of young team. By interviewed related Gaoyou City departments, this report summarized the Gaoyou City Civil affairs system to promote the practices of social work talent team construction is founded social work specialized management agencies; establish and improve the system of social work talent management; gradually improve the social work professionals vocational level; and steadily push forward the pilot work and improve the service ability. However, through the questionnaire it shows that the civil system still shortage of talent; talent distribution is reasonable, professional talent, professional level is low; low payment those people was limited by the system itself; the development of local social working departments are relatively slow, how to solve the local social working departments development issue and etc. The reason of those issues could be:the promotion of new policies is not good enough; the agreeability of it is relatively low; system is not completed; issues of how to establish the money; the system of social working human resource management can not fulfil the request; policies are difficult to apply; the tunnel of attract staffs is very few; lack of training and etc. This report is combined the research result and the needs of citizen. In addition, this report shows a functional social working HRM to help those local departments find their best way of improving both building and developing the right system.
