Civil Administration Work Transition And Social Work Intervention

As is known to all, traditional civil administration work has many disadvantages. With new problems and new contradictions of society continue to emerge, these deficiencies are also growing and intensified. For the civil department, the previous model has been difficult to deal with the current situation, so it urgently needs to find a new way to complete its transformation. Thus, some scholars explicitly put forward the "civil administration work in social work", and claim that it is important step completed self-development transition. With the development of social work, civil administration department is becoming more and more aware of communion between civil work and social work. In recent years, the government purchasing service become a new model of social service, non-governmental organizations have been rised as well. How to effectively guide these organizations to promote their positive role in the society is the major problem to be solved by the civil department.This paper starts from the present situation of Gaochun district civil administration work, researches the delicate relationship between civil work and social work under the new situation. In this article, it sets out problems existing in the current civil administration work through the qualitative analysis, case study method and other methods, also it gives recommendations for the development of civil administration work. This paper is divided into the following sections:first of all, it expounds the background, purpose and significance of this study, defines the related concepts of civil administration work, also traces the history and evolution rules of civil administration work. Secondly, this paper discusses the civil work’s situation and challenges at present with Gaochun district civil affairs bureau for example. Lastly, aiming at the problems in current civil administration work, it gives countermeasures and suggestions from the perspective of social work intervention.From the results of the study, whether now or in the future for a long period of time, the civil affairs department is the main body of social welfare and service, social work intervention is very difficult to change this situation in a short period of time. Although the civil affairs department itself does not explicitly point out that the next task is "civil administration work in social work", but its many external performance and the adjustment of the job functions in recent years, seems to be connected with social work. In the actual development process, neither too much emphasis on one side, nor there is no necessary contradiction between the two. They both have worth of reference and learning, only mutual tolerance can explore a development road of the beneficial to both sides.
