Empirical Study On The Talent Team Building Of Social Work In The Civil Affairs System Of Dalian

Aiming to help the public, the current social work in China is employing professional knowledge, theory and method to harmonize social relationship, prevent and solve social problems, help individuals, group and community, improve and develop social functions so that the normal service activities can be well guaranteed.As an important part of modern social management and public service, the social work includes social welfare, social assistance, community management, preferential treatment and resettlement, charity, disaster reduction and relief, adoption service etc. Therefore, building a talents team for social work with big scale, reasonable structure and good quality is of supreme priority to construct a harmonious society.The thesis takes the building of talent teams for social work at Dalian's civil affairs system as the research object, adopts both interviews and questionnaires, and applies literature, investigation and empirical research methods comprehensively to conduct an in-depth research on the research status quo of theory, the practice of the social work in Dalian's civil affairs system as well as the basic status of the social work personnel at Dalian's civil affairs system. On the one hand, through questionnaires, the author has comprehensively concluded the basic status of the population, distribution, age, sex, qualification, professional background, title evaluation, etc. of the social work personnel at Dalian's civil affairs system with details, found out the truth condition of the personnel and personnel status quo, and nailed down the deep-seated problems of personnel construction, the orientation and the focus of future work. On the other hand, by means of the interviews, the author has acquired a deep and specific understanding of the current situation of organization settings, post exploitation, pilot construction, administration and training, and the construction of social work service organization run by the local people. On this basis, the paper makes both a statistical analysis according to the obtained data and a theoretical analysis based on the research results, then identifies the main modus operandi, features and problems of the occupationalization of social work personnel at Dalian's civil affairs system, and concludes the preliminary results of it.social work of Dalian's civil affairs system. It specifies the basic guiding theory, principles and specific working threads, and constructs the effective system that systemizes talents training, evaluation, usage and encouragement. Meanwhile, it proposes the specific methods to promote the work of talents-team building in social work of Dalian's civil affairs system comprehensively with the reformative and creative spirit.
