A Study On The Way Of Public Governance Of Public Power Operation

For a long time, the public power is an important issue in the research of public administration. The result of public power operation has a bearing on social stability and the welfare of people’s livelihood. To advance the openness of public power’s operation is the requirement to push forward the modernization of national governance system and governance ability. However, in real life, the relative scarcity of openness of public power makes it deviate from the public. Electronic governance is the product of combination between electronic information technology and management theory. Electronic governance is the effective way to realize the openness of public power. The publicity’s degree of public power can be promoted with the E-governance’s publicity. Also, the degree of citizen’s political participation, the level of social governance of countries and the modernization of national governance systems and governance ability can be proved.Firstly, this paper does research on the electronic governance and relevant theories. The electronic governance and governance theory can be traced to the same origin in this article. Electronic governance is the extension of governance theory in the field of electronic information technology. It should not be limited to the stereotype of the governance theory, but introduce the system theory to design institutionally for electronic governance which can assure its availability and reliability. Secondly, this paper analyzes the E-governance’s present situation of public power’s operation. And it analyses the present situation that E-governance can boost the openness of public power’s operation from legalization, demarcation and verification. Again, at the present, there are still some imperfections in E-governance. This paper analyzes the current electronic governance deficiencies from technical barriers, institutional barriers and ideational obstacles. Finally, in order to solve these problems, there are some solutions. Openness of public power can be carried forward by improving E-governance which include technical innovation, institutional reform and ideational reform.The operation’s publicity of public power is an arduous historical task. In order to provide some useful references to the operation’s publicity of public power, this paper makes a preliminary exploration from the perspective of electronic governance.
