In practical terms, our government in new era is still not ready for tackling the problems that appears in the field of Internet finance timely, while on theoretical level, we need to innovate and upgrade the theory of governance with Chinese characteristic to improve its modernization. Therefore, the theoretical bases of the governance innovation in new era and its functions are as follows:first, it's the prerequisite for the modernization of Chinese government; second, it's at the practical request of a law-based country and government; third, the responsibility a service-oriented government should take.The thesis starts with the status quo analysis of the Internet financing governance and its existing problems. It then elaborates the formation of the institutional obstacles for our government to innovate its regulation, and makes a further exploration, on the basis of Chinese real conditions, into three main characteristics of the mentioned obstacles. The article also illustrates us three distinctive characteristics in the governance innovation and the foundations laid for the innovation. Second, the thesis points out the causes of the obstacles, which rest upon on the indefinite responsibility allocation among those who are accountable for, on the imperfect coordinating mechanism among the governing bodies, on the out-of-date governance tools for innovation, and on its unreal-time weakness. Finally, the thesis draws a conclusion and puts forward four approaches to the problems, which are as follows:first, clarify the relationships among the governing bodies; second, optimize the government's coordinating mechanism; third, innovate government's governance tools; fourth, improve the efficacy of the governance.
